able to fall into void on worlds updated from older versions due to new y level

when you update a world from 1.17 to the 1.18 snapshots you can get under the bedrock layer and fall into the void, this would be especially easy to do if you where mining with efficiency 5 and haste, please put a bedrock layer between new 1.18 chucks.
