Mouse sensitivity is slowed whilst looking at loading chunks

If you look in the direction of loading chunks, it feels like your sensitivity is reduced significantly instead of lagging whilst trying to load the chunks

What I expected to happen was...:

To lag while looking around as the chunks loaded

What actually happened was...:

My sensitivity felt slowed until the chunks loaded enough

Steps to Reproduce:
1. Load into a new world
2. Try to look around
