Frozen rivers can generate in the middle of taiga biomes

The Bug:

Frozen rivers can generate in the middle of taiga biomes.

This used to not be the case.

Here is an example:

Seed: -6598557559801892654
Coordinates: /execute in minecraft:overworld run tp @s -4024.45 63.00 -1676.77 311.07 18.59

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the frozen river and its nearby biomes.
3. Take note as to whether or not frozen rivers can generate in the middle of taiga biomes.

Observed Behavior:

Frozen rivers can generate in the middle of taiga biomes.

Expected Behavior:

Frozen rivers would not be able to generate in the middle of taiga biomes.
