Fishing doesn't produce enchanted items in snapshots

not sure if i just need to be in a different biome or not, but i have fished using an AFK Fishfarm for about 2 nights and have got 0 enchanted items. Keep in mind i have an enchanted fishing rod as well.

i found this in 21w41a 2 days prior to 21w42a being released, and still have the same results in the latest snapshot

Ive added another screenshot of the same farm, but built in an ocean biome.
