Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the tall grass.
3. Take note as to whether or not upper halves of tall grass can generate without their lower halves when intersecting village structures and paths.

Observed Behavior:

Upper halves of tall grass can generate without their lower halves.

Expected Behavior:

Upper halves of tall grass would not be able to generate without their lower halves.
