Pillager Outposts Don't Spawn Pillagers

I've played in two different worlds since this snapshot was released, and NO Pillager Outposts spawn Pillagers. Everything else appears as it should–including all of the different outbuildings and golems in their cages. The banners seem to be correctly placed on the outside of the towers, but no Pillagers appear, even after several Minecraft days.
