Guardians aren't spawning in 21w41a in sea temples.

No guardians are spawning in sea temples, on elder guardians. If I'm wrong and it does work but I'm just dumb than ok, but in normal mode guardians don't seem to spawn in any sea temple in my world, does it only happen on hard more? Or is it for all difficulties besides peaceful.
