You can't use items whilst looking at an armor stand on which the item cannot be placed

The Bug:

You can't use items whilst looking at armor stands despite the item not being able to be placed on the armor stand.

Steps to Reproduce:

• Summon an armor stand with disabled slots.

• /summon minecraft:armor_stand ~ ~ ~ {DisabledSlots:2039583}

• Attempt to use an item whilst looking at the armor stand, for example, a spyglass.
• Take note as to whether or not you can use items whilst looking at armor stand with disabled slots.

Observed Behavior:

You can't use items whilst looking at the armor stand.

Expected Behavior:

You would be able to use items whilst looking at armor stand with corresponding slot interaction disabled, via disabled slot, or other ways (such as non-armor items on arm-less armor stands).
