Small armor stands don't obey "Entity Distance" setting

The bug

Small armor stands are always invisible when viewed from over 128 blocks away, regardless of the "Entity Distance" setting. Ordinary armor stands correctly obey the setting.

How to reproduce

1. In Video Settings, set the "Entity Distance" to the maximum allowed value
2. Summon a small armor stand

   /summon armor_stand ~ ~ ~ {Small:1}

3. Travel over 128 blocks from the armor stand

   /tp ~130 ~ ~

   → The armor stand is no longer visible
