Pillagers don't spawn in outposts

I was flying around in a world generated in the new snapshot when I came across a pillager outpost without any pillagers. I was not in peaceful, but did see a few iron golems in the cages surrounding the outpost. This has happened a few times to me while playing in this snapshot.
