Certain levels of Levitation do not work correctly?

As you can see in the video file, certain levels of levitation don't work as intended
In the video, I used Levitation 200, but certain levels like 255 just make you stay on the same y level.
Also this is in Snapshot 21w40a incase the 'Affects Version/s' thing doesn't show it, I have no clue if this affects past snapshots since this is one of the few 1.18 snapshots I've messed with.
