Cannot hit mobs while under the Weakness effect

Cannot hit mobs while under the Weakness effect.
No matter how hard I clicked, nothing. As soon as the weakness ran out, I was able to hit mobs again.
It happens in both Creative and Survival. It was weakness 1, so it has nothing to do with MC-10755.
