Pillagers not spawning near pillager outposts in snapshot 21w40a

I created a new world in 21w40a and there was a pillager outpost near spawn in a plains biome, after playing for 3-4 hours I realized that no Pillagers were spawning near the outpost, it had a lot of spawnable space around it
