Ocelots are extremely rare in 21w40a

In 21w40a ocelots spawning has greately reduced. I've been flying around a jungle for 10 minutes unable to find a single ocelot, after killing @e a couple of times I finally managed to get 1 to spawn. Ocelots didn't use to be this rare and definitely shouldn't be. (Also I wasn't in peaceful mode as per MC-1788)
