Floating Island Generation doesn't work

When player tries to generate world, they get automatically put in an almost completely void world that has villages at y -64 and like 2 or 3 small floating islands total at spawn (tested by 4 generated worlds all similar outcome). I made sure this wasn't just a minecraft bug as whole, and when I loaded up 1.17 floating islands, it worked as it should. Assuming it has to do with newer generation
