Creepers and phantoms are frightened of invisible cats

The Bug:

Creepers and phantoms avoid invisible cats.

Steps to Reproduce:

1. Summon an invisible cat by using the command provided below.

   /summon minecraft:cat ~ ~ ~ {NoAI:1b,active_effects:[{duration:-1,amplifier:0b,id:"minecraft:invisibility"}]}

2. Summon a creeper nearby and switch to survival mode and make the creeper notice you.
3. Watch closely and observe the creeper's behavior as it gets close to the invisible cat.

Observed Behavior:

Creepers and phantoms avoid invisible cats.

Expected Behavior:

Creepers and phantoms would not avoid invisible cats.
