Azelea trees generate in weird locations

While looking at the new world generation, i noticed some azelea trees generating in weird locations (e.g. in a frozen ocean biome on one of the spikes). I guess that the problem is that the game is trying to spawn a tree above a lush cave on any surface, but I don't know honestly.
