Emeralds don't spawn in blobs in Mountain Biomes.

Emeralds don't spawn in blobs no bigger than 1 or in very rare occasion 2. I believe this is a bug that on the 1.18 distribution chart it shows that mountains the higher the more emeralds but it's not the case.
