Nether biomes not generating fully

In the latest snapshot no nether biomes are generating except nether wastes. In f3 under biome, it might say warped/crimson forest or soul sand valley but no trees, warped nylium or soul sand will generate. I have checked on a server running this snapshot and on multiple local worlds and this issue persists.
