Lush caves biome doesn't seems to generate the actual biome blocks

I used /locatebiome and found a Lush Caves biome under a snow capped mountain, but it's not actually there but solid rock. I dug out a huge area of what indicated on F3 as Lush Caves, but nothing but rock.
