New potion effect GUI doesn't work when using Programmer Art

The Bug

When using Programmer Art Resource Pack, there is no texture for the small version of the potion effect box.

Reproduce

• Set your GUI Scale to a high number
• Give yourself an effect
• Put the programmer art on
• Open your inventory
  Notice the GUI frame is missing

Expected Result

The frame wouldn't disappear with the programmer art
