Emerald ore doesn't generate commonly at higher peaks

I was looking around the mountain sub-biomes (specifically the peak biomes) and noticed that emerald ore doesn't generate commonly at mountains that generate up high up despite the diagram of the ore distribution shows that emerald is common higher up in the 6 mountain sub-biomes
