Soul sand valley not generated correctly in hardcore

In the nether in hardcore mode, the soul sand valley biome was not generated correctly. You can see the bone blocks and the biome in F3 mode, but no soul sand/soul soil was generated. Skeletons did not spawn in this biome either.
