Liquids in aquifers occasionally do not flow correctly

The Bug:

Liquids in aquifers occasionally do not flow correctly.

Please note that this issue is not related to chunk borders.

Steps to Reproduce:

• Enter any of the following seeds and coordinates.

• Seed: 5577082629219222156
  Coordinates: /execute in minecraft:overworld run tp @s 340.41 -31.17 -775.81 -38.76 18.38

• Seed: 5577082629219222156
  Coordinates: /execute in minecraft:overworld run tp @s 282.70 19.62 -1110.50 -54.53 12.40

• Look at the behavior of the water in the aquifer.
• →  Notice how liquids in aquifers occasionally do not flow correctly.

Expected Behavior:

The expected behavior would be that liquids in aquifers would flow correctly.
