Eye of Ender isn't travelling to a Stronghold

I've located a stronghold using both the locate command and an Eye of Ender, followed the eye to the exact y level where it stops travelling and floats, only to find absolutely nothing. And yes I've made sure I'm at the exact spot where the eye travels down from above its location and up from below its location.
