Jungles and Savannahs are too common on newly generated worlds

When generating new worlds in 21w37a, there are a ton of jungle and savannah biomes when you spawn in first. This is rough estimate but approx 3/5 of the worlds that I generated over 2 days over 4 hours had a jungle and savannah either at or near spawn.
