Elytra durabilty behavior reverted from the experimental snapshots

So I was messing around in the experimental snapshot and noticed a bug where the elytra broke when using rockets, which isn't supposed to happen. It was supposed to stop at 1 and show a different texture, so I tested it in 21w37a, and noticed that the elytra's damage decreases when I'm gliding, rather than only when using rockets like in the experimental snapshot. Is this intentional??
