Stronghold generation in 1.18 snapshot

I am not sure if this is an intentional bug or not, but none of the worlds i create in the new snapshot generate strongholds. I've used spectator mode and the /locate command at several points on several worlds, but it says that none of them can ever be found. I am not sure if this is something the developers intended for this snapshot or not.
