Strongholds Not Generating

Loading up a snapshot world trying to find the stronghold just to find it doesnt generate, with both Eye of ender and with commands, there was with in distance

What I expected to happen was...:
Typically, IT should lead to the end portal LOL

What actually happened was...:
"Could not find that structure nearby" and the eye of ender doesn't float towards the closest stronghold
