Icebergs can generate in caves

The Bug:

Icebergs can generate in caves.

Here is an example:

Seed: -2178309719778189280
Coordinates: /execute in minecraft:overworld run tp @s 34426.34 24.00 584.86 604.23 -16.65

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the generation of the iceberg.
3. Take note as to whether or not icebergs can generate in caves.

Observed Behavior:

Icebergs can generate in caves.

Expected Behavior:

Icebergs would not be able to generate in caves.
