Badlands biome generates in almost every desert biome now, making them way more common than they did in 1.17

There is now a badlands biome next to every desert biome. This not only makes the previously rare and cool looking biome less exciting to find, but also makes desert biomes too small. Ideally the fix would be making most badland biome be desert biomes.

To reproduce, load into any new world, type /locatebiome desert and then /locatebiome badlands and observe how close those two biomes are.
