Potion effect icons displayed within the HUD can overlap boss bars

The Bug:

Potion effect icons displayed within the HUD can overlap boss bars.

Steps to Reproduce:

1. Download the attached datapack and create a new world using it. MC-234889.zip
2. Run the "mojira:mc-234889" function.
3. Look at the boss bar and the potion effect icons.
4. Take note as to whether or not potion effect icons displayed within the HUD can overlap boss bars.

Observed Behavior:

Potion effect icons can overlap boss bars.

Expected Behavior:

Potion effect icons would not be able to overlap boss bars.
