Endermen still receive the Levitation effect from shulker bullets

The shulker can hit the enderman with his projectile and the enderman is not hit by projectiles, the shulker ball hits the enderman he teleports and gets the levitation effect.

Reproduce

• Get a shulker and an enderman
• Have the shulker shoot a bullet
• Have the bullet go towards the enderman
  Notice when hit the enderman teleports like normal but gets the levitation effect

Expected Result

The enderman wouldn't receive the effect from the shulker bullet
