Hovering over tabs in the recipe book doesn't display any tooltips

The Bug:

Hovering over tabs in the recipe book doesn't display any tooltips.

Steps to Reproduce:

1. Hover over any of the tabs in the creative inventory and take note of how tooltips are displayed.
2. Switch into survival mode and open up the recipe book.
3. Hover over any of the tabs in the recipe book.
4. Take note as to whether or not hovering over tabs in the recipe book displays any tooltips.

Observed Behavior:

Hovering over tabs in the recipe book doesn't display any tooltips.

Expected Behavior:

Hovering over tabs in the recipe book would display the appropriate tooltips.
