There is no sound or subtitle produced upon elytra breaking

The Bug:

There is no sound or subtitle produced upon elytra breaking.

This issue is inconsistent with every other tool and piece of armor.

Steps to Reproduce:

1. Equip elytra that have very low durability by using the command provided below.

   /give @s minecraft:elytra{Damage:429}

2. Begin flying with it, wait for it to break, and listen closely.
3. Take note as to whether or not there is a sound or subtitle produced upon elytra breaking.

Observed Behavior:

There is no sound or subtitle produced upon elytra breaking.

Expected Behavior:

There would be a sound and subtitle produced upon elytra breaking.
