With command Blocks, placing powered redstone doesn't work unless there is already redstone

When placing powered redstone with a command block, when it's placed in an empty block it places unpowered redstone, when it places on redstone it works, when it places on repeater or comparator it makes a redstone pulse but places unpowered redstone. See video
