Resource Pack - icons in assets not working.

When I change the icons in the /minecraft/assets/icons folder it does change it, but it doesn't change it when I make changes to /icons in my resource pack folder (/name of recource pack/assets/minecraft/icons).
Is this a bug or just intended?
