Can't tame ocelot's!

What I expected to happen was when i tried to feed an ocelot fish it would turn into a cat

What actually happened was hearts just appeared above its head like i was breeding it.

Steps to Reproduce:
1. Get raw fish
2. Try to tame ocelot
3. Hearts just appear above head instead of turning into cat
