The Bug:

Singular blocks can generate floating underwater.

Here is an example:

Coordinates: /execute in minecraft:overworld run tp @s -68422.40 30.98 -64280.91 -492.47 8.40

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Observe your surroundings and look at the singular floating block closely.
3. Take note as to whether or not singular blocks can generate floating underwater.

Observed Behavior:

Singular blocks can generate floating underwater.

Expected Behavior:

Singular blocks would not be able to generate floating underwater.
