Grass & ferns have the tag #minecraft:mineable/axe

The Bug

Blocks such as grass, ferns, tall grass & large ferns are all a part of #minecraft:mineable/axe. This is inconsistent with other plants.

How to Reproduce

1. Place grass and ferns
2. Open F3

Observed Result

They are part of #minecraft:mineable/axe

Expected Result

They wouldn't be a part of the tag.
