goats don't move when on honey blocks

we know honey block can prevent goats from juming but if they are over a honey block they can't move at all unless the player holding wheat they will move toward him

it's a good idia that honey block can prevent goats from jumping but sometimes i like them to move even if they were slower then normale 

i tried to add speed effect hopefuly they can move faster

nothing happen they just stand in thier places
