/clear command doesn't work with hanging roots!

I've noticed when I have a stack of hanging roots (for my case 63) and I did the /clear command, the hanging roots would not always disappear and apon trying to place them would make a ghost block or at least it wouldn't let me place them!! here is a video of me doing it: https://youtu.be/lVVsH38sM70
