Untamed cats, ocelots & foxes no longer run away on peaceful difficulty

Untamed cats, ocelots & foxes do not run away from players on peaceful difficulty, like they are supposed to and run away when hit.

To replicate:

1. Change difficulty to peaceful and gamemode to survival
2. Summon a cat with the command /summon minecraft:cat
3. Cats no longer run away
