Portals To End Cities Not Working

Portals to the end cities on my server do not transport players to an endcity portal out into the world. 

 

Player throws ender pearl and is "stuck" in the portal and not teleported. We've tried several portals and also tried using trapdoors to crawl through and are unable to teleport.
