golden pickaxe not working with ores mined

Golden pickaxe doesn't drop when you mined ores ( iron, cooper, gold, diamond) except when it's coal ore.
Also, the fortune enchantment "fortune" in the golden pillory does not work, it's the same as not having it enchanted.
