Permanent night vision

The bug is basically what the summary says. I have permanent night vision for no reason. I just opened the world and when nighttime came everything was still bright. I have no idea how to stop this from happening and as you can see in the attached picture it makes lighting up caves impossible. I tried drinking milk and closing and reopening the world and nothing changed.

Update: I closed and reopened my game and nothing changed. I'm starting to think that there's an issue with a resource or data pack on my world. Also, i forgot to mention that this has happened once before and i fixed it somehow.

Update 2: I removed all data and resource packs from my world and nothing changed. I also went into another world and night vision was still there.
