Passive mobs not respawning

I was playing on a hardcore world and was staying in a desert. So needed to go to plains to get some meat. First time good. Second time however there were no mobs not even one passive mob was spawning. I tried this thing in creative world and knew that the animals only spawned once and were not respawning in the same chunk.
