It literally can't rain in my Minecraft World I started in 1.16.5

I have tried not sleeping so the weather cycle doesn't get reset. I have tried using a datapack to make it rain. I have tried using commands to make it rain. I have tried using a chain of command blocks to make it rain. I have made sure that DoWeatherCycle was true. I have literally tried everything I can to make it rain but it just doesn't. If you can please help me somehow I would appreciate it. I want to 100% all the advancements but I can't if it doesn't rain.
