World not loading chunks at all

I was trying to build an enderman farm in the end but I wasn't able to place blocks any further than 128 blocks away from 0 ~ 0, and when I tried to farm some enderman, they wouldn't spawn. So I tried using a spawn egg on the spawning platform and they had no AI. So I killed them and they are in permanent dying animation, so I gave up and went through the portal to go back home. Upon entering the overworld the chunks would not load at all even with F3+A. The only way I can get the chunks to load is with the forceload command. How do I fix this?
