When raining, players sizzle if they exit lava quickly but not slowly

The bug

If a player is in creative mode and they go in lava and it is raining, when they leave the lava, if they leave it quickly it will sizzle but not if they leave the lava slowly.

Steps to reproduce

Make sure you are in creative mode to reproduce this

Part 1:

1. Find a lava pool
2. Run /weather rain
3. Go in lava
4. Get out of the lava quickly. 

--> Extinguish sound plays.

Part 2:

1. Go back in the lava
2. Climb out slowly

--> Extinguish sound fails to play.

Additional Information

I think this is caused by the fire animation being removed instantly from creative players, as well as rain extinguishing the fire. When a creative player is extinguished naturally, it makes no sound; however, when they are extinguished from water it does make a sound. The inconsistency is presumably caused by both events occurring in slightly different circumstances.
